Do you know what to do with an ELV (End of Life Vehicle)? There are many people who do not, and the great number of vehicles we see abandoned across the country testifies to this. Of course, with new legislation brought in by the DVLA, people will no longer be able to dump their cars. Any car that is not registered as SORN is automatically assumed to be on the road, and a car that is on the road must be taxed. Any failure on the part of the owner to register their car will result in a fine.
Having said that: what do we do when the car is no longer roadworthy, but we no longer want it? In this instance, we would need to dispose of the vehicle in an appropriate manner. This means taking the car to a de-pollution centre, where they are able to remove any hazardous materials, remove any workable parts and recycle any metals and other valuable materials. The owner is then issued with a COD (Certificate of Destruction) and the car is officially dead in the eyes of the DVLA.
This may seem like a big hassle. On the surface, it looks expensive. How do we get a car that is no longer roadworthy to the de-pollution centre? Surely that costs money - there will be a towing fee, won't there? Then we have to pay the centre to destroy the car, right? Wrong.
These de-pollution centres also double as scrap and salvage yards. They are able to make money from these old cars. They can sell any salvageable parts, they can sell the recycled materials, and they may even be able to fix the car themselves, and then sell it (clearly, if they do they will not issue a COD, but will merely send the DVLA the V5c indicating of a change of ownership). Because these companies are able to make money from old cars, they are willing to pay money to receive them.
